Vallourec plans $39–48 million expansion

New line at Youngstown plant will create 40 jobs, company said
Vallourec will invest at least $39 million to expand its operations in Youngstown, with the final investment expected to total up to $48 million. The project will add new capacity to thread VAM high-torque connections at the company’s primary North American production site, supporting demand from the energy and industrial markets.
The expansion includes construction of a new threading line and associated infrastructure. Once operational, the project is expected to create about 40 full-time jobs and broaden the local supply chain for tubular products used in oil and gas development and other applications. Construction is underway and slated for completion in early 2027, with no interruption to current production.

Vallourec, based in France, produces seamless steel pipe manufactured from recycled scrap metal. The company said the Youngstown project aligns with its long-term strategy to increase U.S. manufacturing capacity for specialized tubular solutions.
“This expansion reflects Vallourec’s long-term vision and continued investment in the U.S. market,” said Chairman and CEO Philippe Guillemot. “By strengthening our industrial base in Youngstown, we are building on the region’s proud manufacturing legacy and supporting all energies with high-performance, locally produced solutions.”
Vallourec has operated in Ohio for more than a decade, investing more than $1.5 billion in its facilities in the state during that period. The Youngstown site is one of the company’s major North American hubs, supplying tubular goods designed to withstand high-pressure, high-temperature and corrosive environments.
The new investment also supports growth in the production of premium-grade connections, particularly VAM-branded threaded and coupled systems used in complex well completions. The company said increased domestic capacity will shorten lead times and strengthen supply assurance for customers across the region.
The Ohio Tax Credit Authority has approved a tax credit for the project. JobsOhio and regional development partners have indicated they plan to provide support pending final agreements.
Vallourec employs nearly 2,000 workers in North America and about 13,000 worldwide. The company serves energy markets, including oil and gas well construction, as well as industrial sectors requiring high-performance mechanical and structural tubular products.
