Plains names Dean Liollio chief operating officer

Plains All American Pipeline has appointed Dean Liollio executive vice president and chief operating officer, effective Oct. 2.

Liollio succeeds Chris Chandler, who is resigning from the company to pursue other interests. Plains said Chandler’s departure is not related to any disagreement concerning the company’s operations, policies or practices.

Liollio most recently served as senior vice president, special projects, a position he held since June 2024. He previously served as president of Plains Midstream Canada from 2020 to 2024, president of PAA Natural Gas Storage from 2008 to 2020 and president of Plains Gas Solutions from 2016 to 2020.

Before joining Plains in 2008, Liollio held several executive positions, including president, CEO and director of EnergySouth Inc. and president and chief operating officer of CenterPoint’s natural gas distribution operations across a five-state region that included Houston.

“Dean is immensely qualified to take on this key leadership role as he has been a member of our executive committee and has been instrumental in executing on our recent initiatives,” said Willie Chiang, chairman, CEO and president of Plains.

Plains owns and operates midstream energy infrastructure in the United States and Canada, including pipeline gathering and transportation systems, terminals and storage assets.
