PHMSA appoints Carrera Gas executive to gas pipeline advisory committee

Robert Mitchell to represent industry on GPAC, reviewing pipeline safety regulations and impacts on gathering operations
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has appointed Robert Mitchell, vice president at Carrera Gas and a member of the GPA Midstream Association Executive Committee, to serve on the Gas Pipeline Advisory Committee (GPAC).

PHMSA maintains three advisory committees mandated by law, including two technical committees that together form the Pipeline Advisory Committee. These include GPAC, formally known as the Technical Pipeline Safety Standards Committee, and the Liquid Pipeline Advisory Committee (LPAC), or Technical Hazardous Liquid Pipeline Safety Standards Committee. Each committee consists of 15 members, with equal representation from government, industry and the public. A third advisory body, the Voluntary Information-Sharing System Working Group, supports broader collaboration efforts.
In his role as an industry representative on GPAC, Mitchell will participate in reviewing PHMSA’s proposed regulatory initiatives. The committee evaluates whether proposed rules are technically feasible, reasonable, cost-effective and practical, including assessing cost-benefit analyses and risk information.
Mitchell is expected to provide input on how proposed regulations affect gathering line operations, a segment of the midstream sector that continues to face evolving regulatory scrutiny.
