Moxley To Lead GPA Midstream

The GPA Midstream Association announced that Joel Moxley has been selected to succeed Mark Sutton as president and CEO of GPA Midstream.

Moxley was chief commercial officer for Southcross Energy Partners/Southcross Holdings from 2015 to 2019. His responsibilities included oversight of all commercial activities for Southcross’ gas gathering, gas treating, gas processing, NGL fractionation and gas and NGL marketing assets in Texas, Mississippi and Alabama.

Prior to joining Southcross, Moxley was senior vice president, Operations Services for Crestwood Equity Partners. His responsibilities included oversight of a variety of functions that supported the entire Crestwood platform including ESR, IT, HR, supply chain, risk management and technical services. He also served as COO for Crestwood Midstream Partners, where he was responsible for the operations, commercial, engineering, ESR and supply chain activities for the company as it grew from its original Barnett Shale footprint to add midstream assets in the Fayetteville Shale, the Granite Wash, Haynesville Shale and the Marcellus Shale regions.

Before joining Crestwood, Moxley was a senior vice president of Crosstex Energy, L.P. with responsibility for the commercial activities of Crosstex’s gas processing and NGL fractionation assets in South Louisiana as well as the marketing of NGLs for Crosstex companywide. Prior to his position at Crosstex, he was a senior vice president for Enterprise Products Partners, LP responsible for the commercial activities of Enterprise’s 1.3 Bcf/d of gas processing facilities and 85 MB/d of NGL fractionation assets in South Texas. He was responsible for the commercial activities for gas processing, NGL fractionation and NGL marketing in S. Texas and S. Louisiana for El Paso Corp.

Earlier in his career, he held positions at PG&E Corp., Valero Energy Corp. and Occidental Petroleum.

Moxley has significant experience with GPA Midstream, as he served as chairman from 2013 to 2015, during which time the association implemented several strategic changes, including significant growth in its advocacy efforts and the opening of its Washington D.C. office. For his many efforts to promote GPA Midstream, Joel received the association’s Citation for Service award in 2018.

Earlier this year, Sutton announced his retirement as GPA Midstream president and CEO and GPSA secretary after 37 years of service to both associations.
